Kasir Omlayah, Grand Vizier of the Sultanate of Bazai, has served Jamar Buraan since the Sultan was a child, and he continues to maintain a strangle hold on the Sultan's mindset. All of the Sultan's orders come through Omlayah. And if Omlayah happens to add his own orders, who would deny they are the truth? Omlayah has already made a great fortune through unfair taxation (which he imposed in the name of the Sultan and removed two years later in the name of the Sultan, without Buraan himself ever detecting it). Now, Omlayah lusts after even greater power.
Within Buzaym, Omlayah is said to be everywhere, running the city with a smooth but iron-willed determination. This Grand Vizier hates nothing more than disturbances of his pleasant and (to his mind) just rule, and any problems that arise are dealt with quickly and harshly. He is not above selling an enlightened man into slavery (sometimes by producing a "previous owner" who declares the accused escaped him). Of course, this violates the law, but Omlayah places himself above the law. Only his marriage to the Sultan's eldest daughter will establish him fully as the city's ruler. Sajmi is technically the eldest, for she was born just before her sisters.
Omlayah has three goals in life. First, he wishes to keep the Sultan happy in his isolation, so he has a free hand to truly rule Buzaym. Second, he desires the hand of Sajmi, the eldest of the three daughters, and also the most headstrong and independent. Third, he wishes to ascend the throne and rule in perpetuity. To that end he is seeking a secret of ever-lasting life. His current research in this area has led him to vampiric contacts in Dalkhrova.
